Federal/Provincial Tax Update (batch)-R770601

Is there a way to prevent the R770601 - tax update batch, from updating employees who requested no tax credits (they have 0.00 in their Net tax Credit).  0 is a valid amount and should not be replaced by the new tax exemption for both Federal and Provincial.

After running R770601, we have to manually reenter the 0 for the employees.
