Update/Amend receipt routes holds on to previous bucket

We are updating our receipt routes to update new inventory buckets ("Update Transit", "Update Insp", "Update Op 1"...) and sequence numbers. For example, the operation updated "Op1" before, now we want to leave the quantities in the bucket the previous operation had, "Insp." We noticed that, after the update, some inventory buckets stay the same as before. After testing receiving orders, it sometimes seems to hold the previous bucket, not the new. Is there an appropriate way to update the buckets and sequences?
