2020 W-4: Can't clear "Step 3: Claim Dependents" values

The new 2020 W-4 page (PY_IC_W4_DATA_2020) will not allow the employee to clear previously entered values in Step 3 (the total for dependents). We have tried entering zeroes in the 3 detail fields, but is doesn't clear the total (that is stored in the database). The employee must be able to clear the amounts to claim "exempt from withholding". Without clearing, they get the error "You cannot claim dependents or other adjustments and also claim exemption from withholding. You must remove the dependents and other adjustments or deselect the checkbox to claim exempt from withholding".  Is anyone else having this
