W4 Additional Withholding

Why does the additional withholding for 2020 forms have to be whole dollars?  When the employees try to enter cents in self-service and get an error, they send the paper form in to be keyed.  When Payroll tries to key the amount on the paper, they also get an error.  And then have to contact the employee.   Is this an IRS requirement?  I can't find anything about that - it is a freeform field on the W4.
