EM 13.4 OMS Management Repository Requirement

My CT plans to upgrade EM from 13.1 to 13.4. Currently the repository is in 12.1.0.2 RDBMS. They want to know whether they can simply upgrade EM to the latest version and keep the repository in the same 12.1.0.2 DB or should that be upgraded to 12.2 as well. I looked in KB but couldn't find any note so far.
