Creating Request Set for Pick Selection Lists Generation SRS

We are on Oracle R12.2.5.  We have a requirement to create a Request Set for the Pick Selection List Generation for an org, kicking off every 2 hrs to auto-print.  For Staging, the 1st Seq is for a specific priority list.  For 2nd Seq of the Request Set, they want orders to Pick Release based on SSD of the Order. 

We have a Release Sequence Rule with Release Priority of 'Shipment Priority, SSD, Order'....in that order.  Documentation mentions Sequence Rules are only based at item level.  If I create a new Pick Release Rule using the Scheduled Ship Dates param on the Order tab, would I still need to also enter the Sequence Rule in the Shipping tab for that Picking Rule?  Or, would the Scheduled Ship Dates on the Order tab be sufficient?
