Capturing production downtime

Good morning,

is there a standard way in 9.2 to capture downtime that happens in shop floor production....meaning no production because of an hour of safety training for the whole staff, or a two hour holiday lunch.  Not machine downtime, but what our business is calling "null downtime", not connected to a specific machine.  Forgive me if this is a very basic question....
