13.2 to 13.3 upgrade

We are running OMS 13.2 and  are planning to upgrade OEM repository from 12.2 to 19c. It looks like we have to upgrade to OMS to 13.3 PG first. Could we do an out of place upgrade? that is leaving the OMS 13.2 running, install 13.3 PG and migrate targets, jobs etc. to 13.3. Please advise.
