Requisition ID is not inserting into PO_ITM_STG.

I want to create a PO from Requisition with RFQ. Our business process is Requisition>Create RFQ>Add Supplier Response>Award quotes. After I ran PO_AUTO_SRC process, there were no staged Requisitions. What are the possible reason why PO_ITM_STG is not staging the requisition. Thanks!
