View Concurrent Request Output across OU

How can a responsibility (Operations Manager OU1) view every request submitted in OU1 by other users using different responsibilities?

The idea is any user having this Operations Manager OU1 responsibility should be able to view all the requests submitted in OU1 irrespective of the responsibility and user.

We have 24 OU's defined. Each OU has about 100+ responsibilities.

I tried creating a new Instace set, Grant and Role but the user with the Role is able to view all the Concurrent Requests in the system irrespective of OU.

I have a pending SR with Oracle for the last 3 months. Oracle CS is saying it's not possible.
