Can you modify the base views in Agile

I cannot find a way to modify the base views in Agile.  As an example I am looking at the affected items tab of a change order and I want to lock the part number column so when I scroll over to the right i still see the part number.  I understand that as an individual a user can personalize the base view so for them this column is locked, but we have 400 users that would like this so I would like to modify the base view so it works the way we want and then release it for
