GSA.GOV - Where to download the .txt file of CONUS Per diems?

Hello all,

In PeopleSoft Expenses, the per diems can be loaded through a CONUS file into the appropriate tables and the expected file is .txt format. However, the provided yearly files on the GSA website are all .xlsx. Is there a conversion that needs to happen or can the .txt format of the CONUS file be found somewhere?
