regarding download permission of patches

Hi everyone !!

As in my oracle support account i wanted to download the patches from it for the peoplesoft use purpose....but due to some reason i am unable to download it ...as every time i tried to download , it always says you don't have a permission to download it .

as i have asked permission from my service identifier too and he has granted me the permission then also i unable to do so...

and one more doubt i have that is ,  my oracle cloud is on a free trial ...so is that a reason that i am unable to download it means that i need to pay for download th patches from my support oracle account.
