How to Enable more CPU's in X5-2 ODA

We are running 2 ODA's (prod and non-prod) in RAC mode (2 virtual nodes) each running 2 CPU's.

They are X5-2 machines running 18.3 infrastructure and 12.1.0.2 databases.

Within the next 2-6 months, we expect the need to increase the number of CPU's for each node.

To prepare this, we need to understand what is involved in doing this: is a reboot needed? any downtime? how long does this take? anything else to think about?
