FND_LOBS MIGRATION from ebs 12.1.3 to 12.2.9

Hi we are upgrading from 12.1.3 to 12.2.9 and we  need to migrate fnd_lobs, Searched the internet couldn't find any help. Can anyone suggest how to do, we are using api fnd_webattch.add_attachment this also takes only file name as the input parameter.
