Rehire on Second Job Causes Reset of W-2 data

Scenario:

- Active employee on Job Record 1

- Employee has a terminated Job Record 2

- Employee is Rehired on terminated Job Record 2 as an additional job to the Active Job Record 1

We are seeing that this causes the federal W-4 data to be reset on this employee, including flipping the W-4 date flag to the 2020 version of the W-4 form. State/Local tax data does not appear to be affected and carries over to the new effective date.

Testing adding an Employment Instance (e.g. adding a NEW Job Record rather than Rehiring on the existing one) did not show this behavior.
