Order with and with out Value

Hi, We have a scenario where in , in a single sales order we need to capture an item with and without value , for e.g One with value and the other item (FOC) with out a value. The challenge here is the DMAAI set up is at the order level and the GL account will be distribute common across all the item , if it is with value or with out value. We need GL account to be distribute based on the value and with out the value , so two different accounts need to be captured. Kindly let us know how we can handle the above scenario to be in compliance with the Govt.
