JDE R060116P Invalid Tax ID Error - 070F

We are using a custom UBE to load records to F060116Z and process with R060116P. This is working as expected and the records are processing successfully. However, when we load records to the Z table with P060116P, the records are all failing. The R060116P error report says that the invalid data item is SSN with error message "Invalid Tax ID".

I looked at the code for the NER (N0500710) and it sets the 070F error message when the Address Book MBF returns an error with a blank error message ID. The comment in the NER says that this fix was for
