ORA-12012: error on auto execute of job "SYS"."PURGE_RECYCLEBIN_JOB"

i am getting the ORA-12012: error on auto execute of job "SYS"."PURGE_RECYCLEBIN_JOB"

any one faced this before?

oracle 12c enterprise edition on linux 64 platform.

During attempt to perform purge of the Oracle's recycle bin automated job SYS.PURGE_RECYCLEBIN_JOB failed with following error:
>ORA-04020: deadlock detected while trying to lock object DBO.BIN$mMk2JKlc5YrgUwEAAH+KCw==$0
>ORA-06512: at line 2

In the alert.log there is respective message, e.g.:
>2020-01-12T23:02:25.048411+00:00
>Errors in file /opt/oracle/diag/rdbms/wtprod/WTPROD/trace/WTPROD_j005_40514.trc:
>ORA-12012: error on auto execute of job "SYS"."PURGE_RECYCLEBIN_JOB"
