Oracle 12.2 upgrade path from 12.2, linux 5.X to 19c linux 7.x

Need some understanding from both Linux and Oracle DB community.

We are currently running 12.2 Oracle on 5.x linux.

Want to reach linux 7.x and 19c.

1: I think I understand Oracle 12.2 has to exist on linux 7.x before upgrading to 19c.

2: Can I do an in-place linux upgrade to 7.x from 5.x?
3: Plan is to do an in-place linux upgrade, clean up the broken objects, make sure DB is stable before doing an in-place

19c upgrade.

4: If 3 is not possible plan a new instance in a cluster with 12.2 Oracle, linux 7.x. Migrate existing 12.2/5.x to this new cluster.
Make sure DB is stable and then do a 19c upgrade.
