Create New Managed Instance Button is not active

Hello,

I am facing issue in server manager console, Create New Managed Instance Button is not active.

Recent changes: 1) SMC Server migrated from domain 'A' to 'B' . 2) 'security-realm.SXML' got corrupted so I replaced from working setup and it worked. (After domain migration I was able to create an instance) not sure if it happened due to security-realm.SXML.

I also refer to Doc ID 2091348.1 but no luck.

WebLogic Server Version: 12.1.3.0.0

JDE Tools release: 9.2.1.4
