Massachusetts PFML Bulk Paid Family and Medical Leave return

There is a Massachusetts state requirement to file a bulk Paid Family and Medical Leave return on a quarterly basis.  Will this return be developed by Oracle for PeopleSoft and will it be supplied to customers through a Tax Update - e.g. Tax Update 20A?  The first required return is due at the end of this month - January 31 for the 4th quarter of 2019.
