Labor cost transfer

Divisional HR enters labor cost transfers through MSS, labor cost transfers are loaded to PSHUP and are supposed to load to the on cycle for processing to avoid producing zero dollar checks. However, when submitting the PYLOAD job during
off cycle processing, these transactions are pulled into the current off cycle. Based upon Oracle: PYLOAD does not distinguish between On-Cycle and Off-Cycle data (Doc ID 647543.1). Any thoughts on what can be done to
ensure these labor cost transfers data are pushed to on cycle no matter when this is submitted by divisional HR?
