iSeries kernel jobs need to be terminated before pkg deployment

On 9.2/ 9.2.2.6, Enterprise Server on iS ver 7.3.  

There seems to be a need to kill any jdenet_k kernels that are pulling CPU for more than 5 minutes before deploying a package otherwise the deployment can't get a lock on E1.

The jobq's are on hold and no ube's are running.

Deployments will end after 10 minutes if lock can not be achieved.

We've been told this is an issue with DSI.

I fail to see the reason why kernels need to be killed to deploy a package where iSeries kernels are concerned or how DSI kernels are connected.

Has anyone encountered this scenario?
