Unifier scheduler stopped working. (Update Shells doesnt start)

We have encountered a very strange and irrecoverable issue with Unifier scheduler. It started with the ‘Update Shells’ feature not working in the UI.

The ‘Update Shells’ request in the UI does not start/complete in the UI. I have restarted the services/servers/deployment and even tried redeployment of the app and much more.

I have checked knowledge articles and did find a couple of them talking about the same exact issue but one of them was much closer except the solution seems out dated with the current versions of unifier.

In the unifier admin portal or in registry browser
