Upgrade EBS 12.1.3 to 12.2.x

Dear Experts,

We are now planning to upgrade EBS(using US English base language) from 12.1.3 to 12.2.8/12.2.9 and database (no RAC) from 11.2.0.3 to 19.3 in AIX 7.2 Platform. We're using Oracle Financials(GL,AR,AP,FA) only,

I am still trying to figure out where to start? I found Oracle E Business Suite Upgrade Guide Release 12.0 and 12.1 to 12.2 (Part No. E73540-08, August 2019).

And I need the clarification on the follow. Kindly help.

1. Should I upgrade EBS DB from 11.2.0.3 to 19.3 in EBS 12.1.3 first? Any guideline for reference?

2. Should I upgrade EBS from 12.1.3 to 12.2.8 is better than to 12.2.9?
