High PGA memory usage on XDB (FTP) client sessions in Oracle 19.3

Since upgrade from 11.2.0.4 to 19.3.0.0 i'm seeing high PGA memory usage on client sessions (FTP) against XDB.

Client sessions are constantly polling XDB using FTP protocol but the session PGA memory usage keeps growing until database dies from memory exhaustion (sessions grow to > 2GB). I now implemented a workaround for restarting the client sessions with a interval so the memory is freed but this is new behaviour since Oracle 19.
