Pick Release Rule by Subinventory

We have 4 Pick Release rules that have Pick From Subinventory (4 different subinventories). We scheduled these Pick Rules to run with the SRS job 2x/day.

One Sales Order has 6 order lines (same warehouse) and qty is reserved.   All 6 lines have ship set of 1. 

When the picking rules auto run and attempt to "Pick From" subinventory FG - if all items are not available in FG then the entire order get backordered. 

I believe this is standard functionality.  Can someone confirm.

What are our options? 

1. If we remove the Pick From Subinventory then Oracle will pick from Subinventories that we don't want picked from
