New cross validation rules not working

Newly entered cross validation rule (Account 000000) is  not working. Its not restricting the account 000000 from the code combinations while entering manual journals.

There are other security rules active in the system and they all are fine. Issue with the newly created rule only.

The cross validation listing report and the cross validation violation reports attached.
