Does cluster to be upgraded to 12.2.0 to before upgrading the database 12.2.0 from 12.1.0

Hi all

Good day

Currently we are on 12.1.0  RAC cluster . meaning  the database is also 12.1 . We want to upgrade the database to 12.2. Should we be upgrading the cluster too.

What is the impact if we don't upgrade the cluster and upgrade only the database
