budget is zero in budget funds check result screen

Hi,

We are on 12.1.3

When creating a PO against a project of advisory level control a warning is received:

I have checked the funds check results page and see "Budget exceeded but funds approved at Project Level" for this PO.

We can see a budget of 0 in the Budget funds check results screen but on the Project Status Inquiry screen we can see the budget is the expected 20k.

PSI:

Can anyone shed any light as to what is happening here?
