I have a burst report.

Dear Oracle Support Community,

I have created a Oracle Fusion BI Publisher report that pulls all "pending" transaction console transactions for each employee. The report is sorted by manager person number of each employee.

I added a Burst component to the data model to burst by manager person number.

In other words, I want to email a separate BI Publisher report to each manager with all his employees who have pending transaction console transactions.  

I am testing this for 3 managers.

So, BI Publisher correctly creates the 3 separate reports.

However, it incorrectly sends an email for every employee on the 3 reports.
