Moving customer sites from one OU to another

I'm working with a customer who is combining two separate operating units in EBS into one. The source OU that is being eliminated has unique customer sites that are not defined for the target OU.

At this time we are manually creating the customer sites that don't already exist in the target OU, essentially duplicating the sites that were already defined.

I know that customer or party merge doesn't address this situation. Is there a simpler way to take all these unique customer sites and copy them to the target OU?
