AWE Workflow is updating transaction pending approval

I have been using AWE since it came out in 8.9. Until today, the answer to a question of "If we change the route control on an approver, will it automatically update all the pending approvals for that routing in the system?" was a resounding "No."

However, today in a v9.2, PUM 32, Tools 8.57.10 testing environment I created some new users (by copying an existing Super User). Later I was retesting a workflow query I amended to be sure I didn't break it by trying to streamline it. At first it appeared broken because I knew it should route to six approvers for departmental but it had 14 total approvers. Then I noticed all the "extras" were the new users I copied in.
