1095-c Not allowing blank line 16

We have an ACA 1095 question. I know according to the codes used on line 14 determines the codes that can be used on line 16. Below is an example of our issue. The code 1A should allow the corresponding months on line 16 to be blank, otherwise what code should be used on line 16?
