Does EOY Phase III patch need to be applied before generating W2s?

Does EOY Phase III patch need to be applied before generating W2s?  We dont have much time to test it.  Want to generate W2s on Friday and plan to apply patch next week - after W2s.   Read me doesnt clarify.
