Receiving online discussion form uninvited suppler for RFQ

in Procurement - EBS (MOSC) Question

Asking one of the invited supplier through online discussion to clarify a point related to my query. BUT I get this clarification from uninvited supplier As at control in RFQ the check box for Restrict to invited suppliers is checked. how come to uninvited supplier to intervene with restricted RFQ.
