Install Patch 30445947 on Windows (Bundle Patch 19.6.0.0.200114)

We have tried to install the Windows BP.
In the readme file of the patch the following was mentioned under known îssues:

Copy failed from 'C:\db_home\30445947\files\network\tools\help\mgr\help\mgr_help.jar' to 'C:\db_home\network\tools\help\mgr\help\mgr_help.jar'

The doc file contains a workaround with

Work aroung suggested to remove mgr_help.jar file under <DB_HOME>\network\tools\help\mgr\help location:
> cd %ORACLE_HOME%\network\tools\help\mgr\help
> del /f mgr_help.jar
