why doesn't V$SYSTEM_PARAMETER show container id 1?

why doesn't V$SYSTEM_PARAMETER show container id 1?

The V$SYSTEM_PAREMETER description in the Oracle documentation says " [it] displays information about the initialization parameters that are currently in effect for the instance." so where is container id 1 in the screenshot below?
