On Campus, COBOL program (FAPINCLC.cbl) is failing in one region and success in another region

On Campus, COBOL program (FAPINCLC.cbl) is failing in one region and success in another region.

Failing with the below error:

Error in Log file:

    - In both regions COBOL programs and binaries(.gnt) are same.

    - Refreshed both instances and data is same in both regions.

    - Rows in PS_SQLSTMT_TBL is same in both regions.

    - Schedular,prcs,web cache has been cleared and bounced.
