Po created and Reserved last year, unreserved this year, but impact on this year's budget

Hi Team,

We have defined new budget for this year and have frozen the previous budget. There is a Po created and Reserved last year, which consumed from last year's budget. But this year the PO is unreserved which lead to an increase in the budget for this year. Kindly advise how to solve this..
