Anyone know why a customer on credit hold would show up in "PRC: Generate Draft Revenue for a Range

Anyone know why a customer on credit hold would show up in "PRC: Generate Draft Revenue for a Range of Projects" when there are no eligible revenue events? We are seeing this more often, we go and remove the Credit Hold, then rerun the program and that Customer / Project doesn't even show as generating revenue.
