re-route a PO from end dated employee

Hi All,

We are having a PO, which is with a user (who is end dated in 'System Administrator). We want to re-route this PO to some other employee, but not able to login (to end dated user). Also, we are not able to open PO approval notification (using 'workflow administrator web applications' responsibility).

Is there any other process for this? We are on 11.5.10.2 version. Find attached screenshots.
