CySysException error when installing 64bit Planner ESU

Currently working on a lab system and installed JN17221_x64 (Latest Planner ESU).  We have 9.2.4.1 64bit tools.  When running the setup it fails at the end with the error "Setup failed! The error reported by the operating system is 'CySysException error".   No JDE log is created because this is outside of E1 but there is an install log:

1 1 09:19:31 W CLoginInfo::validatePassword():  No security server to validate E1 password.  Allowing user to pass unvalidated.  Normal state for a Planner ESU on a deployment server.

2 101 09:19:39 I Setup was either canceled by the user or failed.

I found this document but none of the solutions apply or work.
