Missing boot.properties file during adop cutover

We installed AD and TXK C.Delta.11 on 09/24/19 and have had issues with adop on several cycles after that.

On the last recent patching cycle, during cutover, one of the new Run FS managed servers would not start.  When I looked at the managed server log, it indicated there was an authentication issue.  I found that, in the security folder for that managed server, there was no boot.properties file.  The security folder was completely empty.  I did not see any issues with any of the prior adop command processes.

I copied the boot.properties file from another of the managed servers and then adop phase=cutover worked successfully and I was able to complete the whole patching cycle, ending with adop phase=fs_clone.
