2020 W-4 Federal Tax Data Page

For new hires after 1/1/2020, is the default supposed to be radio button 2019 or Earlier?  That is what is happening in our environment.  We are on v9.2 and using classic.  We were under the impression the default for anything with an effective date greater than 1/1/2020 should be 2020 or later?
