how to restart active dataguard (primary + standby) without dgmgrl command

hi

we have oracle active data guard (adg)  , we are using to restart server both primary and standby db

i found doc How To Shutdown Primary/Standby Database In Data Guard Setup? (Doc ID 2420341.1)

but we not configured data guard broker(DGMGRL)...

What is the exact way to restart active data guard without using DGMGRL?

Any help will be appreciated.
