RPM - Empty Zone

we are looking some option for following question. Kindly suggest.

RPM Build version is 12.0.12.

Steps for re-creating issue:

1. Create Empty Price Zone

2. Create Price Change for that empty zone

3. Approve the price change - (Expected data to be populated in rpm_zone_future_retail table)

4. Run the Priceenventrmsexecution batch -(Expected the data to be populated in rpm_item_zone_price)

Issue :

data is not getting populated in rpm_zone_future_retail  & rpm_item_zone_price

Note :
  We un checked the system option parameter 'Zone/Parent ranging'  to allow the RPM to approve price change, else RPM didn't allow to do price change.
