Time prior to inactive EE's term date not getting picked up by Time Admin

Hello,

Testing an upgrade from PUM28 to PUM32 and in the updated build (pums 29-32 applied) Time Admin is not processing time reported by currently inactive EEs before their term date.

This seems like incorrect behavior, and a potential regression since our build at PUM28 is processing time in this scenario correctly, meaning time reported before the term date does get picked up.

Steps to reproduce:

1. submit/approve time for an active EE for an active week (ex. 12/15/19-12/21/19)

2. terminate EE on 12/31/19

3. run time admin

Even with an ECD of 12/15/19 and active ("Up For Processing") TA status the reported time does not get moved into payable time by Time Admin.No Exceptions reported. When run on single EE time admin simply processes 0 records to success.
