Workflow at Define Criteria step

I am using ePerformance for our 90 day Performance Improvement Plan.  I wanted to use ePerformance because of checkpoints.  We need to have workflow at the Define Criteria step and not at Manager's Evaluation which would be the end of the evaluation period.  Has anybody had the same issue?  If so, what did you do to resolve it?
